About the South Carolina Lottery


The South Carolina Educational Lottery sold its first ticket in 2002 after being approved by the General Assembly in 2001. Its core objective is to fund various educational initiatives from the proceeds of ticket sales. It has since contributed more than $5.5 billion towards K-12 programs, community education, and scholarships.


The SCEL is mindful of the obligation to raise funds in a socially aware manner and strongly supports responsible gambling initiatives in advertising campaigns. 


Its marketing expenses run at an average of 0.44% of gross sales. It also aims to remain transparent and well-managed in managing the funds generated and distributed by the South Carolina State Lottery. It has proven itself on the above statement by currently boasting as the Lottery with the lowest operating expenses of any lottery in the US.


With the proceeds from the Lottery, South Carolina funded some noteworthy causes. Overall, the SCEL revenue was doled out as follows:


  • Funds paid towards education – $487.6 million
  • Prizes to winners paid out – $1.31 billion
  • Commissions paid to affiliates & retailers – $140 million
  • Total ticket sales – $1.98 billion
